Technical service bulletins are instructions a manufacturer sent its dealers about a known fault. They are not recalls and the work is usually not free, but they are the clearest signal of a problem the manufacturer already knows about.

Altec has received notification from Parker Chelsea, the manufacturer, of an issue with some of their 281 and 890 Series PTOs. An unintended restriction in lubrication flow may produce elevated back pressure in cold-start scenarios, leading to partial engagement of the clutch. Once the vehicle reaches normal operating temperature, the clutch drag will abate. In extreme cases, repeated cold starts may result in clutch disk damage and failure to engage when activated.

Altec has learned that certain digger derricks and aerial devices of various models built from January 2010 to January 2023 may contain access steps with a handrail and side plate that come together in a small space causing a potential pinch point. Altec has created a kit to eliminate the possible pinch point.

Altec has learned that the hydraulic ball valve on the hydraulic reservoir return line of certain L42/45 M/P units built from February 2002 to November 2019 might not get returned to the open position after being turned to the closed position for maintenance. If the upper boom drive system is articulated while the ball valve is in the closed position, both upper boom drive cylinders could retract simultaneously causing the lower boom to buckle. The customer should order and install the Hydraulic Shutoff Valve Placard Kit. The kit must be installed by the next preventative maintenance interval, or within 90 days of receipt of this notice, whichever comes first.

Altec has learned that on certain AT37-G aerial devices built from November 2007 to April 2018, the rear torsion bar swing arm can interfere with the long runner channels under the body as the torsion bar rotates during road travel. The interference can cause wear issues and can cause welds on the body mounting angles or cross members to develop cracks.

Service Bulletin/Repair Instructions
The body compartment wiring on certain Altec aerial devices, digger derricks, and body-only units built from 2014 to 2021 contains an in-line fuse located close to the lighting in the compartment, while other units are fused upstream, closer to the power source. Altec has learned that the units affected should have an in-line fuse close to the lighting, but this fuse was not installed on some units. In addition, some units may have exposed terminals at the end of certain portions of the wiring in the body. If the exposed terminals contact each other or with ground, the resulting direct short could damage the body compartment lighting. Inspect the body compartment lighting circuit at the unit's next scheduled service interval or within six months of receiving the SIL, whichever comes first. Use the Inspection Procedure or contact Altec to perform the inspection. This inspection and repair are covered under the Altec Warranty Policy and can be performed by Altec, the customer, or the customer's warranty provider. Altec will perform the work for free at an Altec facility. If the customer or the customer's warranty provider performs the work, a warranty claim must be submitted to be reimbursed for the cost of the parts and/or labor.

Service Bulletin/Repair Instructions
Altec has learned that the electrohydraulic outrigger/tools control valve on AA755L and A-series aerial devices and DLB, DMB, and D2/3/4000B series digger derricks could have the potential to produce a very small amount of flow into the lower tools circuit when the outriggers and tools mode is engaged. This can cause slow unintended movement of a tool such as a pole puller cylinder that is connected to the tool circuit. A blanking plug must be installed to prevent this issue. Inspect the outrigger/tools control valve using the Inspection Procedure. The inspection and repair are covered under the Altec Warranty Policy and can be performed by Altec, the customer, or the customer's warranty provider. Altec will perform the work for free at an Altec facility.

Altec Industries, Inc. has received notification from Navistar that a condition exists relating to motor vehicle safety, compliance, or emissions in a vehicle you possess that is equipped with Altec equipment. On certain trucks equipped with an automatic transmission, if the automatic transmission is still in drive or reverse position and the stationary PTO switch is engaged, the engine RPM will ramp up and may overcome parking brake hold capability resulting in possible vehicle movement. Unexpected movement of the truck from the park position can increase the risk of property damage or personal injury.

Altec has learned that there could be loose, missing, or incorrectly installed mounting fasteners on the electric power take-off (ePTO) on certain aerial devices built from 2015 to 2020 and equipped with a JEMS 18E20 hybrid system. This can cause the ePTO to become loose from its mounting bracket, resulting in excessive vibration. The fasteners may need to be replaced with new, correctly installed fasteners. Customers should inspect the ePTO mounting fasteners no later than the next preventive maintenance interval or 120 days from the receipt of this SIL, whichever comes first. If repair is required, order and install the specified mounting kit or schedule the installation of the kit by Altec. If cap screw(s) are missing, take the unit out of service until the kit has been installed.

Some customers have reported the loss of functionality of the Altec unit or the EZ Trac system on certain 2016-2021 Ford F750 chassis with EZ Trac hydraulic all-wheel drive installed. The investigation has shown that improper wiring could have been installed for the PTO request module that interfaces the EZ Trac system with the Ford system, leading to the loss of functionality. Altec requires the vehicle to be inspected no later than the next preventive maintenance interval or 90 days from the receipt of this SIL, whichever comes first. If the inspection reveals nonconforming operation, the vehicle must be repaired by both an Altec technician and a Terra Drive Systems technician working together. This inspection and repair are covered under the Altec Warranty Policy. The inspection can be performed by Altec, the customer, or the customerâs warranty provider

On certain AT37/41/48 M/ME/P/PE/S/SE aerial devices built from June of 2015 to March of 2020 Altec requires the platform leveling bracket assembly to be inspected as described in the Inspection Procedure. If the inspection discovers any missing or damaged rotary actuator mounting cap screws or any cracks in the leveling bracket, the unit must be taken out of service at the end of the inspection procedure. The repair could include the replacement of the platform leveling bracket with a new design bracket that has increased material thickness and a redesigned rotary actuator mounting capscrew arrangement. The inspection and any resulting repairs must be completed no later than the unit's next preventative maintenance interval or one year from the receipt of this SIL, whichever comes first. This inspection and repair are covered under the Altec Warranty Policy and can be performed by Altec, the customer, or the customer's warranty provider.

Altec has learned that certain AT35/37-G and AT40-G aerial devices built between February 2008 and January 2016 have power wiring for the 12V hydraulic oil reservoir heater which could be insufficient to carry the electrical current required to operate the heater. This could result in damage to the unitâÂÂs Power Distribution Module (PDM), causing the oil heater to stop operating. A kit has been developed to update the oil heater power wiring to carry the necessary current. Altec requires this kit to be installed on the affected units no later than the next preventive maintenance interval or 90 days from the receipt of this SIL, whichever comes first.

Altec discovered that one of the fasteners used to attach the rear shear plate on the subbase of the unit to the chassis can contact the chassis suspension U-bolt. The fastener can be a HuckBolt or a hex bolt and nut. Movement of the U-bolt can possibly cause damage to the HuckBolt or hex bolt and nut resulting in the fastener being broken off. Altec requires the customer to perform an inspection of the rear shear plates on both sides of the subbase to determine if HuckBolts or hex bolts and nuts were installed and if there is interference with the U-bolts. The inspection procedure included in the SIL should be completed no later than 90 days after the receipt of the SIL.
