PURPOSE: This bulletin informs dealers that changes have been made to the Camshaft Drive Gear Retention Kit and service proceduresfor the Milwaukee-Eight and Twin Cam applications. In an effort to increase the clamp load of the camshaft drive sprocket bolted joint and prevent the drive bolt from loosening in high lift camshaft applications, the following changes have been made: a. The camshaft drive bolt final torque has been increased to 40 ft-lbs (54 N·m) for all Milwaukee-Eight and certain Twin Cams models. See Vehicles Affected. This increase in torque will make the bolt a one time use application. Never re-use a camshaft drive bolt for service after tightening to the increased specification. See service manual for updated procedure. b. A new camshaft drive gear retention kit (Part No. 91800088) has been created. This new kit is compatible with all Milwaukee-Eight and Twin Cam engines using Parts and Accessories (P&A) camshaft and Original Equipment (OE) camshaft applications. See Instruction sheet for specific fitment on Twin Cam OE camshaft applications. The new kit utilizes friction washers to prevent unwanted rotation of components in the drive sprocket bolted joint under stress. The use of liquid threadlocker on the threads of the bolt and pre-lube to the head of the bolt flange and outside of the washer help the bolt reach full stretch when tightening. NOTE: Engines produced at all Harley-Davidson Motor Company (HDMC) plants will not come with the new kits installed. They will continue to be produced with (Part No. 25566-06).

PURPOSE: This bulletin informs dealers that there is a running change for the oil pan fastener on all Milwaukee-Eight powered Softail and Touring models. As of Monday July 31, 2023, Powertrain Operations (PTO) in Menomonee Falls, WI is building all Milwaukee-Eight Softail and Touring powertrain models with new oil pan fasteners (Part No. 12600369). The old fasteners (Part No. 4741A) will still remain available for dealer purchase. The oil pans for the Softail and Touring models were updated to accept the new fastener geometry. Their Part Numbers have been superseded to (-A). Touring will be (Part No. 24400180A) and Softail will be (Part No. 24400208A). The new fastener will not fit with an old oil pan but the old hardware will still be available for dealer purchase. The old fastener CAN be used with a new (-A) oil pans. The fastener torque has not been changed.

If you or a customer are experiencing a handling concern, refer to the TROUBLESHOOTING, HANDLING, IRREGULARITIES found in the MAINTAINANCE chapter of the appropriate service manual. The service manual process is not intended to validate factory settings, but rather to be used if a concern is presented. Through extensive testing, Harley-Davidson has developed the service manual specification and adjustment procedure as the optimum steering head bearing adjustment and verification method to achieve the desired handling characteristics across all speeds and conditions. TECH ARTICLE TA0023: TA0023: Crankshaft Rod Bearing. Purpose: Technicians have been falsely identifying connecting rod bearings as failed due to a perception of resistance as the rods are rotated. The clearance of the Twin Cam and Milwaukee-Eight® crank pin bearings are maintained to a very tight range. This optimizes performance and maintains low mechanical noise in operation. The connecting rod bore can also distort slightly in operation due to stress relaxation. As a result, bearing clearance decreases due to the contact zone broadening and the load being distributed over more rollers. The combination of a bore being slightly out of round and reduced bearing clearance can result in varying degrees of resistance through the range of motion. Axial clearance is also tightly controlled for proper alignment. For these reasons, zones of resistance can be found when the connecting rods are rotated by hand through their range of motion. Resistance during rod motion, by itself, is not an indication of a performance or durability concern.

Purpose: Dealers must order four washers (Part Number 6762D) separately when installing the kits listed on 2018 Milwaukee-Eight ®. The washers will be added to the kits on a later date. Required Dealer Action: Update the affected kits with washer stated when installing them on motorcycles. Refer to SIP (Service information portal) for the updated I-Sheets for the kits.

TECH TIP CRUISE CONTROL AND PTT BUTTON CONFIGURATION USING DIGITAL TECHNICIAN II. Issue: Some CB (Citizens band) radio equipped Touring model customers have expressed concern about manipulating the PTT (Push to talk) button on the right hand control, while operating the throttle control. Symptom: Rider's comfort. Resolution: To address this concern, a new feature is included in DIGITAL TECHNICIAN II (PART NUMBER: HD-48650) software version 11.0 that allows the configuration of the PTT and cruise control buttons to be interchanged. This will allow CB radio customers the option to move PTT function to the LHCM (Left hand control module) and the cruise control function to the RHCM (Right hand control module). If a customer requests this change in configuration, the kit in Table 1 must be installed. These buttons are gray to visually differentiate them from the OE (Original equipment) buttons.

TECH ARTICLE TA0022: Transmission to Primary Oil Transfer. During service intervals, customers or dealers may find oil level in the primary above the clutch cover opening. This also is accompanied by low transmission oil level. 2014 - 2016 Vehicles:For Twin-Cam models, replace the oil seal (Part No. 12068) and sprocket shaft spacer (Part No. 24009-06). 2017 and Later Vehicles: Check the primary and transmission oil levels and adjust the oil volumes as needed. Verify oil levels again in 1,600 km (1,000 mi).

TECH ARTICLE TA0020: Oil Tinted Orange or Pink. Description: Some vehicles arriving from the factory have an orange or pink tint to the oil. Reason: Vehicles are selected at the plant at random times to perform an audit inspection. During these audit inspections, a fluorescent dye is added to the oil which can be orange or pink. This dye is used to check for leaks, seeps, and weeps after the vehicle is put through a test ride. This dye is oil soluble and does not effect the performance of the oil or the vehicle. The dye may be found in any oil cavity on the vehicle. Action: No action is required if there is dye identified in the oil.

TECH ARTICLE TA0021: Front Wheel Skid Spacer for 2018 Touring. Description: A spacer was added to the shipping skid for the front tire of 2018 Touring, CVO Touring and Touring Police vehicles. The spacer is used to chock the tire in the skid correctly. This avoids shipping strap contact and possible damage to the front fender. The spacer can remain attached to the front tire. This may damage the front fender as the motorcycle is removed from the skid. Action: When removing the motorcycle from the skid, verify that the spacer separates from the front tire. If spacer remains attached, remove spacer before it contacts the front fender.
