Technical service bulletins are instructions a manufacturer sent its dealers about a known fault. They are not recalls and the work is usually not free, but they are the clearest signal of a problem the manufacturer already knows about.

This bulletin informs dealers that cosmetic staining or etching on the inside of the cylinder bore does not have an impact on engine performance, oil consumption, or overall functionality. This bulletin provides example images of cylinders with cosmetic staining, and images of cases where cylinder replacement would be recommended.

SERVICE BULLETIN M1679: AFTERMARKET EXHAUST HEADER DEBRIS. PURPOSE: Initial release. This bulletin informs dealers that Harley-Davidson has identified instances of premature engine failure due to abrasive particle wear, specifically from debris inside new aftermarket exhaust headers. Recent evaluations have identified that certain newly manufactured exhaust headers may contain residual hard particles that, if not removed prior to installation, can migrate through the engine system and cause accelerated component wear or severe mechanical damage.

SERVICE BULLETIN M1713 (REV C): DTII UPDATE PROCEDURE FOR SOFTWARE VERSION (26.4.3). PURPOSE: Revision C. This bulletin informs dealers that an issue was discovered in the Digital Technician II (DT II) software version (26.0.2), released on November 18, 2025. The issue prevents automatic software updates to be installed on your DT II computer. A manual installation of the latest DT II software version (26.4.3) will need to be performed if current DT II software version is (26.0.2), to allow future automatic updates. If a manual update to (26.1.5) or (26.3.2) has previously been completed, DT II will automatically update to (26.4.3) and no additional action is needed.. Revision C. NOTE: The ring terminal screws are not compatible between Leoch and East Penn batteries. The new batteries will include new ring terminal screws, which must be used. SERVICE BULLETIN M1650: MILWAUKEE EIGHT AND TWIN CAM CAMSHAFT DRIVE GEAR RETENTION KIT CHANGES. PURPOSE: This bulletin informs dealers that changes have been made to the Camshaft Drive Gear Retention Kit and service proceduresfor the Milwaukee-Eight and Twin Cam applications. In an effort to increase the clamp load of the camshaft drive sprocket bolted joint and prevent the drive bolt from loosening in high lift camshaft applications, the following changes have been made: a. The camshaft drive bolt final torque has been increased to 40 ft-lbs (54 N·m) for all Milwaukee-Eight and certain Twin Cams models. See Vehicles Affected. This increase in torque will make the bolt a one time use application. Never re-use a camshaft drive bolt for service after tightening to the increased specification. See service manual for updated procedure. b. A new camshaft drive gear retention kit (Part No. 91800088) has been created. This new kit is compatible with all Milwaukee-Eight and Twin Cam engines using Parts and Accessories (P&A) camshaft and Original Equipment (OE) camshaft applications. See Instruction sheet for specific fitment on Twin Cam OE camshaft applications. The new kit utilizes friction washers to prevent unwanted rotation of components in the drive sprocket bolted joint under stress. The use of liquid threadlocker on the threads of the bolt and pre-lube to the head of the bolt flange and outside of the washer help the bolt reach full stretch when tightening. NOTE: Engines produced at all Harley-Davidson Motor Company (HDMC) plants will not come with the new kits installed. They will continue to be produced with (Part No. 25566-06).

SERVICE BULLETIN M1600: 2023 MILWAUKEE EIGHT OIL PAN FASTENER CHANGE. PURPOSE: This bulletin informs dealers that there is a running change for the oil pan fastener on all Milwaukee-Eight powered Softail and Touring models. As of Monday July 31, 2023, Powertrain Operations (PTO) in Menomonee Falls, WI is building all Milwaukee-Eight Softail and Touring powertrain models with new oil pan fasteners (Part No. 12600369). The old fasteners (Part No. 4741A) will still remain available for dealer purchase. The oil pans for the Softail and Touring models were updated to accept the new fastener geometry. Their Part Numbers have been superseded to (-A). Touring will be (Part No. 24400180A) and Softail will be (Part No. 24400208A). The new fastener will not fit with an old oil pan but the old hardware will still be available for dealer purchase. The old fastener CAN be used with a new (-A) oil pans. The fastener torque has not been changed.

TECHNICAL TIP BULLETIN TA0016: 2014 and Later Touring Steering Head Bearing Adjustment. PURPOSE: REVISION. Updated: 2014-2019 to 2014 and later Touring vehicles, and VEHICLES AFFECTED. Harley-Davidson motorcycles are designed, manufactured and tested to be operated with both of the riderâs hands on the handlebar. If you or a customer are experiencing a handling concern, refer to the TROUBLESHOOTING, HANDLING, IRREGULARITIES found in the MAINTAINANCE chapter of the appropriate service manual. The service manual process is not intended to validate factory settings, but rather to be used if a concern is presented. Through extensive testing, Harley-Davidson has developed the service manual specification and adjustment procedure as the optimum steering head bearing adjustment and verification method to achieve the desired handling characteristics across all speeds and conditions. Addressing a perceived feel of low speed wobble, oscillation or free play by adjusting the steering head bearings beyond the service manual specification may have an adverse effect on motorcycle stability.

Screamin' Eagle Smart Tune Pro Automatic Tuning Module is currently a no-fit for 2021 Softail, Touring, Custom Vehicle Operations (CVO) Touring, Police Touring or Trike models due to the 2021 Electronic Control Module (ECM) change. However, it will continue to work with 2021 Sportster models. The Screaminâ Eagle team is working on enabling this product to fit those Milwaukee-Eight® (MKE-8) equipped ECMs in the future.

Harley-Davidson is aware of conditions that may result in a streaking appearance or film residue on the inside of some instrument gauges including speedometer and tachometers. This may occur after exposure of the vehicle to humid conditions. This condition may remain even after the moisture has evaporated.
Complaint counts are reports filed with NHTSA, not failure rates. A common model collects more of them than a rare one that breaks more often.
