This document is to notify the field of an issue with BCM that causes various electrical system concerns after the vehicle sits for 2-3 days. This can affect all LT, RH, MV, HV models, 2021MY and up HX, 2024MY and up CE Bus with BCM kernel version 752, 753, and 754. Vehicles built or updated with DLB between 6/1/25 and 11/4/25 are suspected of having these kernels installed on the BCM. The most common complaint is that the steering wheel switches do not function, which, depending on the vehicle model and options, can cause the bus door, pupil warning lights, radio controls, marker interrupt, and cruise control to stop working. Other complaints can include short circuit faults from multiple sensor circuits attached to the BCM setting at the same time, the vehicle will not go into gear, the headlights are stuck on, the brake lights are stuck on, or the parking brake alarm is sounding (horn chirping) with the parking brake set. As of 11/4/25, these symptoms can be resolved by updating the BCM to kernel 755 or later with DLB.

This Emissions Recall applies to truck models for which, per agreement with EPA and CARB, Navistar, Inc. provided an emergency calibration for International® A26 engines when a DEF Quality Sensor (DQS) was not available. This action addressed the Diesel Exhaust Fluid (DEF) Quality Sensor failures in the field and the unavailability of parts due to the worldwide chip shortage. This recall is step two of this program designed to revert all affected vehicles back to the certified calibration and to provide them with the latest improved DQS and Coolant Control Valve (CCV) designs. The Environmental Protection Agency (EPA) and California Air Resources Board (CARB) have approved an emergency calibration to provide temporary relief from the global supply shortage of electrical components. When there is a communication fault in the DEF head unit / Quality Level Sensor (QLS) this temporary calibration will allow the vehicle to operate. The procedure in this document will include diagnosing the DEF head unit / QLS and if found to be defective will advise to install the temporary engine calibration if replacement parts are not available. Any vehicle that receives this calibration will be required to have it removed and a new QLS installed once parts become available, this will be managed through future communication.
