Technical service bulletins are instructions a manufacturer sent its dealers about a known fault. They are not recalls and the work is usually not free, but they are the clearest signal of a problem the manufacturer already knows about.

We hereby inform you that a new instrument cluster calibration is available for download from the P.A.D.S. diagnostic tool (update the tool to the latest version available). The operation referred to above is to be included in the normal maintenance activities to be carried out at the same time as the pre-delivery, during the activities scheduled for services, or on the first convenient passage in the Workshop for vehicles in circulation.

Dear Dealer / Service Center, In response to a number of cases of oil escaping from the transmission reported by the service network, Moto Guzzi has decided to implement and publish a number of changes to the Service Station Manual and Use and Maintenance Manual of the aforementioned vehicles. Please note the following matters in particular: 1. The procedure to check the transmission oil level during predelivery preparation and inspection of the vehicle has been eliminated and MUST NOT be performed. 2. The transmission oil must now ONLY be changed at 30,000 km(18,641mi) intervals, together with the other activities planned for the respective service (see operations described in the Service Station Manual and the chapter 'Maintenance' of the Use and Maintenance Manual);....
Complaint counts are reports filed with NHTSA, not failure rates. A common model collects more of them than a rare one that breaks more often.
