NHTSA rates the configurations it tests, not every trim sold. A missing rating means that configuration was not tested, which is not the same as testing badly.
Reading this report
Complaint counts are reports filed with NHTSA, not failure rates. A common model collects more of them than a rare one that breaks more often.
