Technical service bulletins are instructions a manufacturer sent its dealers about a known fault. They are not recalls and the work is usually not free, but they are the clearest signal of a problem the manufacturer already knows about.

Bulletin to bring older aerial device units from 03/2019 to 08/2020 up to current production. Improve the platform leveling due to air in the system. Prevent damage due to improper operation of leveling platform while moving the booms and possible missing weld.

Update older TL80, TL100, and TL80/112 aerials built from 03/2019 to 08/2020 to current production. Includes boom tie down, jib transport position, and reduce chance of control valve leakage.

Increase the rotation gearbox attachment torque on TL80, TL100, and TL80/112 aerial devices at the next maintenance interval to reduce chance of loosening and possible damage to the gearbox. Remind of required daily pre-shift inspection requirements.
Complaint counts are reports filed with NHTSA, not failure rates. A common model collects more of them than a rare one that breaks more often.
