Technical service bulletins are instructions a manufacturer sent its dealers about a known fault. They are not recalls and the work is usually not free, but they are the clearest signal of a problem the manufacturer already knows about.
SB-14-015
Service bulletin instructing to use a sharp razor blade to add a 1" wide slit to the reefer floor drain kazoo whenever replacing them in the field. This is to help the pressure inside the trailer equalize with the pressure outside the trailer when the temperature within a Utility reefer changes.

Side Skirt Inspe
UTM Regional Managers distrubited an email to the Service Managers throughout the dealer network to inspect the side skirts for possible craking. UTM wants to see how the side skirts are preforming out in the field and make product improvements if necessary.

Utility released a bulletin outlining reefer and dry van rub rail parts required and installation instructions.

This Bulletin was originally released on March 30, 2009. Utility re-released on August 18, 2017 to reflect the addition of the UTM Plant in Mexico.
Complaint counts are reports filed with NHTSA, not failure rates. A common model collects more of them than a rare one that breaks more often.
